All Sussia's moves which have deen criticized, have been along her own borders. She
is terribly afraid of another attack, due to our monopoly of the atom bomb, our son-
stant denouncing of Russia as an enemy, our building up anti-Russian military power
alongside her in Greece, Turkey, China, eto. She is acting defensively, right or
wronte :

na‘ior. The number of vetoes has been exaggerated. Many of them were repetition
~r issues already vetoed. And kussia's vetoes have deen mde when she felt her
security endangered by a ma‘ority the U. Ss lined up against her. Anyhow, America
nerself weuld never have foined the ''. N, without the veto provision.
And Crechos lovakia?
The recent change in the Crechoslovak Government was obtained by legal meane end
approved by President Benes. Whether it was necessary, whether excessive police
force was used, etc., are disputed questions. Regardless of whether we approve the
change, it was made by the Crech peonle. No Russian soldiers, tanks or planes moved
in. It was NOT like Germany's moves in 1936 and 1959.

How about Greece?
Russia did not block a U. N. investigation of alleged interference in Greece y
Alvania, Yugoslevia, Bulgaria. But the U.S, dq would not wait for the U. MN. Com-
mission to report. We jumped in single-handed with military aid to one of the most
rotten, reactionary governments in Surope. Results have only deen to increase
Greece's misery and the strength of the guerrillas. And the U. N. refused to
approve the U. S. olaim that the Balkan countries had officially intervened in
Greece. Even the U. S. did not claim that Russia had intervened. But certainly
America did -- and does. .
