& } g& ~ 62 -HI§F 37 Septesber 20, 1946 _ Honorable George Ey Allen | Yashingtony Dy Ge. wie ME, SNM Be Dear Georger ES T thought you might be interested to know that the epeech of Secretary of Commerce Fallace on Thursday, September 12, 1946, as well as press comments concerning the speech was given extensive publicity in Com munist publications af Buenos Aires, Argentina, The attitude of the Buence Aires Communist newspaper "La Hora" is exemlified by an editcrial of Septem ber 14, 1946, claiming that the speech contained several fundamental contra- dictions and that its reactionary aspects clashed with its Sbvious intent ." secure peaceful collaboration with the Soviet Unione Co Bn It was pointed out that Secretary Fallace failed to mention so-called monopolistic interests of the United States which have been causing a world- — wide diplomatic, econanic and military offensive against the Soviet Union. "Ia Hora" iniicated that he should also have mentioned the activities of the United States Foreign Service against Russiag the speech of United States Ambassador George Vessersmith before an American Legion group in Buenos Aires in which he allegedly invited Latin American countries to join the United States in an "inevitable war" against Russia; the maintenance of United States Air Bases stroads and monopolization by this country of the secret of the atomic boab, ' Other points which the editorial claimed should have been raised included a purported anti-Soviet campaign by the American press; anti-Communist statements of Cencral Douglas Macirthur in Japan; the support by the United States of the goverment of Chiang Kaieshek in Chinas United States "defense" of the Franco regime in Spaing and ®gabotage* of the Potsdam Agreement.
