Bhe nelitical lines of authority can iid SARL be Fay more democravie with posivion papers and discussions circulating as wll Levels. ovat follows is a poli tical-mwilitary analysis arguing for the adoption of an ANTCIHAvLOnulist verspective in our Strategy Sur uinued striele. _ the first requirenent is to define certain key expressions and concepts to be used in this discussion, By "U.S, suptre weomean all areas in the world where the United States Go: ment is able to iupose favor: ble conditions in order for ite commercial interests to unjustly exploit other peoples and their resources. When U.S. capitalists speak of another country having a "favorable iivestuent climate," they are usually talking about a stable political and econow ¢ situation in which pro-U.S, business forces dominute. Reference to the “"metrope describes the neo-colonialist relutionshin of the financial-industrial conter (which is the United St tes} to its underdeveloped Lmpire which is the market for U.S. products and the source of chean waterials, The metropole is xdle to extract enormous wealth’ from its Ennpi re ny fixing prices to its advantiuge. These concessions are enforced by U.S. militery and eco- nomic hegemony in collusion with venal political elements in the subject nation who represent the comprador and feudal ruling classes while deceiving their people with a facade of Sovereign indepeldence, These forces deliberately strive to keep the subfect nation in a State of underdevelopment. , Now we come to the main question of whether imnerfalism is the primary contradiction in the world today which is the political thesis of the Weather Underground and other anti-imperialist organizations. "Primary contradiction" implies that it ie the most important problem affecting the Lives of people. Proof that this {gs so is a complete study in itself which hes been dealt with at length in many fine booke. Here wa will consider the vroposed strategies for combatting U.S. imperialism. “~Many revolutionaries insist that the only way to defeat imperialism is to seize state power in the metropole, overthrow capitalist institutions, and establish a soctelist order. This revolution cannot be achieved without the broad messes of the people actively partici- pating. Consequcatly, they are often highly critical of political-military organizations for their “elitist adventurism" because they fear a fascist reaction even though the PMO attacks may be directed exclusively against imperialist targets. A careful analysis shows Chat the real goal of this tendency is seizure of state power through a masa-baged socialist revolution rather than simply "defeating imperialism." But can there ever be such a revoluti- in the metropole as long as there ia a profitable empire to mute the domestic class struggle with relative affluence founded on world plunder? In other words, doean’t the Empire have to be Liberated before we can even hope for a truly revolutionary situation in the metropole? Despite tremendous social upheavals and costly defeats tn ladochina, the tiny tmperialiest clique is still firmly in control of the state power though somewhat on the defensive, but hardly subdued. Another group of revolutionaries feels that the issue of imperlalism is too abstract to be the primary coucern of s.ost Americans in their daily lives, Other contradictiona such as sexism, racism, and pollution seem nore immediate; thus their strategy is to fuse anti-imperialist sentiment with movements which are essentially reformist in order to give chem a revolutionary character. For example, radical feminism and ethnic liberation demand respectively the abolition of sexual and racial atereotyping of social roles, but many leaders of both movements recognize that life would still be unsatisfactory even with females or ethnic minoritics occupying imperialist social roles in the present class society. Of course, male chauvinism and racial supremacy is fundamentally imcompatible with anti- Jiuperfalism, but a conscious effort ia often needed to review PMO praxis for such inconsistencies, However, the FMO must never confuge ites political-military priorities over such concerns. If thervis a choice between attacking CIA agents or playboy clubs, the choice is clearly the former though the best opportunity would perhaps be to catch CIA agents in a nkayboy ciub. Some PNUs have attacked Local targets in an apparent attempt to win popular support for their activities. Examples from Northern California ere the New World Liberation rront bombings of a power company's transformers devanding Lover rates for poor people or ittacks on school boards such as the Revolutionary Army attacks on the Pernlta College . office and the Univ. of Calif. Santa Cruz administration building, and the Symbianese ; bl uiberation Army assassination of a school chiefs While all of these ects were justifiable,
