The superficial auality of this first communique should not have led the UPU to conelude absolutely that the NWLF executed Popeye. Only days before the execution was carried out, at least 100 counter-intelligence agents under the pseudonym of "U.S. Treasury Agents" were sent from Washington D.C. to the San Francisco Bay. Area. Their directive was to destroy and discredit guerrilla forces in the Pay Area, anecificaily the NWLF. Since the arrival of these agents, Popeye Jackson was murdered under suspicious circum- stances and a poverful anti-personnel bombo was discovered at a nigh school graduation 1n San Jose. “Ye cannot discount the possibility tnat these acts were carried out by the enemy to destroy the prison movement and discredit muerritlla forces. Revolutionaries must be committed to maintaining objectivity in analyzing guerrilla actions. They must recognize the nast practice of both the guerrilla forces and the .ig agencles and be vigilant about aiscerning the differences between the two. Cnly through mutual suvpo0rt/ criticism will revolutionaries on the different fronts be able to miintain the unity necessary for our movement's survival and its ultimate victory.
