state and local treasury. This could be on a winner take all basis,
where only the successful candidate would be reinbursed. for his or

better commitments and more sincerity to politics by both incumbents

In 1972 Senator Mc Goyern did’ not get reimbursed for his cam~
paign expenses, neither did Richard Nixon, yet we feel that he should
have been. In our opinion there should be no advance payments madc
by the people to candidates seeking public office. There are none
made at present, but the same methods used now to acquire funds to run
for public office could continue to be used. The funds for a cand .d-
ates campaign could be borroted, -paised, given, or self financed. j
This would prevent leverybody in a major county from running for mayor
of the city. The losing candidate would continue to take a tax ¢:
duction for. his or her personal losses.
