right to speak over the radio, ‘In the event the fugitives did

he would keep all information received confidential, did not advise
law enforcement, it is quite possible he could be charged with
Obstruction of Justice or under certain circumstances even harborin«
as we have three-Federal fugitives involved.

instead of saying call any minister, the call was to.be referred
to the two Bishops. This was done because many of the ministers
are regarded as pro or antilaw enforcement. It-was felt that greatc
control could be maintained if the calls were Limited to two people
rather than ministers all over California.
jericks advised he was aware of all of the problems
and difficulties in putting out such a statement, but the main —
concern was not to do anything which would interfere with what law
enforcement is already doing. In this regard, there is nothing in
the message which would interfere with any investigation inasmuch
as it merely requests the three fugitives to call a representative
of the United Methodist Church and all information would be kept
confidential.

, to the External Affairs and Intelligence Divisions and to the
Legal Counsel’s office. Copies are also being forwarded to
San Francisco and Los Angeles for their information.
