Re: HEARNAP _7-15200 tivestipative Value Examination of a communication by a psycholinguist may provide insight into the psychological make-up of the author, from which we may learn why he acted as he did and how he might act in the future. The investigator is primarily concerned with "who" did it and "where" ~ can he be found, Knowing the psychological profile of a subject is of little assistance in locating him. While an estimate of physical characteristics 7 and background data of a subject can be hypothesized, this is by Dr. Miron's own admission an intuitive process which does not require the extensive data processing he utilizes. We presently have some capacity for this technique in the Laboratory. While the psycholinguist can probably predict future conduct with some. degree of accuracy it is most unlikely | that he can furnish details as to “when'" and “where” which are sufficient to enable the investigator to locate the subject. We would defer to the investigative divisions the question of applicability, however it would appear to us that the primary value of - psycholinguistic information lies in a case such as this where you have _ considerable notoriety and a long, drawn-out scenario which may end up © in a confrontation, gun-to-gun, with the victim's life at stake. Such information should enable us to make a better decision on how to handle the confrontation. In hijack cases the events will probably move too guickly for employment of psycholinguistics, — Testimony Value While the psycholinguist may be able to offer an expert _ opinion that a defendant did or did not write a certain communication or make a certain phone call, the field is probably too new for expertise to _ have been established, When one views the typical heated and diametrically opposing views of prosecution and defense psychiatrists, who have been able to examine the subject first hand, it is reasonable to conclude that such testimony would only confuse a jury. 4 ‘ In-house versus Gonsultant If psycholinguistics is determined to be a worthwhile undertaking _ it is strongly recommended that we use a consultant rather than attempt any in-house capacity.
