These searcn warrants will be servec on three SLE residences and errangements have been made with the uUSR's Office and officials of the U. S. District Court (USDC) to exnedite the issuance of these warrants regardless of the time of day or night. Investigation conducted to date indicates that most probably the abductors will be included among some eight prime suspects. The San Francisco Office has prepared ample photographs and have made preparations to immediately issue All Points Bulletins on these individuals and then expedite distribution of photographs to law enforcement officials and the news media. All FBI Offices are also in possession of photograph of. these individuals. In connection with the above interviews and searches, teams have already been designated and we plan to conduct interviews at known SLA residences simultaneously with. the execution of our search warrants. 2. THE VICTIM'S LOCATION IS DETERMINED * - If this situation arises, consistent with the victim’ s safety our first objective would be to extricate the victim from the location where she is being held and if we are successful in this endeavor, we would then move in on the location utilizing... appropriate personnel and equipment to effect the apprehension | of her abductors. In the event circumstances are such that we are unable to attempt the rescue of the victim, then we would deploy sufficient personnel to insure that the victim was not moved with out our knowledge or any of her-captors were allowed to escape. Every effort would be made to handle this in a most discreet Manner so as to preclude the victim's captors becoming aware that we are cognizant of their location. During this.containment period we would endeavor to determine a pattern of activity on the part of the victim's abductors and if a situation occurs wherein we can successfully rescue the victim, we will make’ every effort to do so. 3. OUR RESPONSE TO SLA DEMANDS FOR EXCHANGE OF. PRISONERS AND SAFE CONDUCT In the event such a demand is made, we will not under any circumstances enter into any negotiations requiring us to give assurances that the victim's abductors will receive safe conduct nor will we engage in negotiations for the exchange of
