The tactics of misplaced supplies of food, delayed and missing trucks, supposed hijackings of mysterious trucks claimed to be loaded with top quality meat are all designed to mislead the people into believing that these things were normal mishaps, and that the Hearst empire was not responsible for them and was really attempting to meet some of the needs of the people. The Hearst empire has attempted to encourage division among the people by giving them crumbs to fight over.
