Set forth for the information of the Director is a Patricia Hearst. It is recognized and anticipated that a direct head-on and no-holds-barred approach will be immediately adopted (1) if the victim is released (2) her body is found or “~~ (3) to effect her rescue. This summary is divided into two parts consisting of normal investigative activity as well as unique techniques being utilized. NORMAL INVESTIGATION ACTIVITY Immediately upon receipt of information of victim's abduction the San Francisco Office proceeded to the victim's apartment, interviewed witnesses, conducted an extensive crime scene search and a broad neighboorhood inquiry. As 4 result the automobile in which the victim was first transported was located and the owner was identified, located and interviewed. A glove ; Was. found in that vehicle's glove compartment which has béen identified- as belonging to Emily Harris, a prime suspect in the oer d kidnaping. Witnesses assisted in the preparation of artist's conceptions of the three kidnapers as well as two individuals seen in a Volkswagen in the immediate vicinity of the victim's apartment.
