To correct this possible misimpression on the part of the news media and in the interest of accurately conveying to the public. the FBI's role here and in all kidnaping matters, the following statement is recommended for responding to future inquiries in this area: "The FBI is conducting an intensive and exhaustive investi- gation in connection with the abduction of Miss Patricia Hearst on the basis of our ‘jurisdiction in kidnaping matters. In this case and all such cases, the paramount concern of each and every FBI representative is the welfare of the victim. In fulfilling our investigative responsibilities, the FBI will take no action whatever which might possibly imperil or jeopardize the life or personal safety of the kidnap victim."
