You will recall tnet « California newspaper dated July 23, rene
1954, quoted the captioned State Attorney General as stating that ‘
California criminal statistics are far more accurate than those a
of the FBI. Tne Directo- roted on my memorandua cated August 10,
1954, as follows: "I think we should stop printing all California
lerime statistics since 4G of California states FEI statistics are
inot accurate and let it be Anoun why we are doing it.”
Iam in complete a:cord with the Director's concern relative
to the unwarranted statements on the part of attorney General Srour.
Undouttedly, Eroun, of nis oun initiative, was doing quite a bit of
bragging ir order to ‘add luster to nis oun position, and to defend
nimsely against recent newspacer criticism of the State jureau of
Criminal Statistics annual reports. ds you recall this same newspaper
article critici2ziic the Attorney General's report commended in very
glowing terns the FRI Uniform Crime geports bulletin by way of compari-
SON. #, of course, have received no indication that Proun's statement:
'lare backed up by the police in the State of California who have for
te long time submitted excellent crime statistical reports to US.
t
Although the Director's suggestion is most logical and backed
up by flagrant abuse of the truth on the part of Attornéy General
Broun, I respectfully would like for tne following points to Le
considered before we eliminate the printing of California crime
statistics:
(1) Phe FBI for many years has been engaged in the reporting
of crime statistics at the specific request of the International
Association of Chiefs of folice (IACE). This organization is heartily
in accord with the way we have been carrying on this program and has
commended us on numerous occasions regarding the program. it is felt
,that severing relations with California authorities, insofar as the
i Korime statistical program is concerned, would be a violation of trust
, imposed in us by the TAaCke. The same fact holds true with reference
{ |to police officers in the State of California. These men have never,
i ito our knowledge, criticized our crime statistical reporting program
: land to cut them off as a result of a statement made ty a politician
'iwno is in office for only a temporary period of time, would be in ef fer
: 1severing friendly relations with officers who look to the FEI for
| leadership not only in this field but. in many other fields of law
‘enforcement relations. a 1
