On December 12 Hanrahan requested Chicago Police Superintendent Conlisk to initiate an in- ternal police investigation. internal investigations generally were conducted by Ervanian and Kukowinski, director of the Internal Investigations Division of the Chicago Police Department (IID) and head of the Ex- cessive Force Unit of the IID, respectively. This in- vestigation, however, was placed under the direct super- vision of Mulchrone, a deputy police superintendent. Meade, a police department legal advisor, was placed in charge of the investigation by Mulchrone. Meade design- ed a few questions based on Groth’s official report and typed in answers which, as Mulchrone stated, “would justify the use of entry and force by the officers.” Erva- nian and Kukowinski were informed of the limited nature of the inquiry and of Meade’s and Mulchrone’s decision that all of the raiders’ statements were to be identical. Although dismayed at the proposed procedures, neither protested. Copies of Meade’s material were distributed to Assistant State’s Attorneys Sorosky and Meltreger who were advising the officers at the December 16 questioning. Jalovec, Kukowinski, Er- vanian, Mulchrone, and Meade also were present at the interviews. Prior to the commencement of the inquiry, Groth was shown the prearranged questions and answers before giving his account of the raid. Thereafter the other raiders met privately with Jalovec and Sorosky and were shown copies of both the Meade material and Groth’s statement. During the interviews each officer was asked substantially the same four questions: Does Groth’s statement describe what occurred at the apartment? Did you use excessive force in effecting these arrests? Did other officers use excessive force in effecting these arrests? Is there anything you wish to add?
