By way of background, the New Jersey Legislature
in the latter part of 1968 appropriated $400,000 to establish
a New Jersey State Commission of Investigation to probe —
organized crime and corruption in New Jersey.

was headed by Mr. William Hyland, former Democratic Asseublyman
and ex-president of the State Public Utilities Commission.

the Commisgion, however, he ignored the subpoena stating he
was not wikllisg to be part of any three-ring circus, In
