Under date oj february 20, 1952, a cover memorandum addressed to the Bureau of farcotics was prepared in Crime Hecords Section, transmitting one copy of this communication for any action 22 that agency might deem advisable. By a routing slip dated February 80, 1258, this plece af mail was returned to Crime hecords with the notation thereupon: "This same person wrote us before about Sinatra.
