SUBJECT: FRANCIS G. POWERS
PILOT OF U.S. AIRCRAFT
DOWNED IN U.S.S.R.
On 5-11-60 Mr. Robert Johnson, Chief of the Passp ee
Legal Office, telephoned me and advised that on 5-11-60
Mrs. Butler of the Passport Liaison Office received a telephone
call from Mr. Russell, an investigator for the House Committee
on Un-American Activities (HCUA). ir. Russell said that he
would like to review the passport file on Francis G. Powers,
the pilot of the downed U.5. aircraft in USSR. Mr. Russell
then continued and said, "I suppose you have received quite
' va few requests for this file." Following this Mr. Russel
> | ‘said that there was a Soviet agent in Georgia named Powers.

At on this latter statement, and urs. Butler made no inquiry.
Mr. Johnson said that they do have a file on Powers
which reflects that he is a civilian employee of the U.S.
~ . fAir Force. Mr. Johnson further said that HCUA would not be
allowed to review the Powers file.
