Pasty ES 4 ta prt ci eee L. The materials of the investigation prove the falsity of these claims...” An identity certificate number AF 4,208,065 carries the insignia -of the © ve IONS r “4 oo e Soviet Union was carried out.on Hay lst of the current year, wes flow from ~~ “Gndted States Defense Department-with-the inscription "Department of Defense, the United States of America." (Volume 1, page 99; volume 6, page 11.) > - |. gped ‘whether the possession of such a certificate indicated that hems =, --enployed as a United States Air Force pilot, Powers replied: “It means that na I served in the United States Air Force as a civilian." (Volume 3, page 180.) - "Asked further how the institution in which he worked should be regerded-- as military or civil--Powers said: "This is a kind of combination of civilian and military service, all this is covered and ciphered by the name of “detaoh- ‘ment 10-10." (Volume 2, page 2.) — . oe Powers testified that approximately in April 1960 the Chief of Staff of ' ithe United States Air Force General Thomas D. White visited the Incirlik air- _ base with the special purpose of inspecting the "10-10" detachment. (Volune _— 2!” Neked who élse of the military, besides General White, had visited the ~ Incirlik base, Powers said that during his stay at the Incirlik base it ws -wisited ou two occasions by General Everest, the Commander-in-Chief of the United States Airforce in Burope, and by other American generals. (Volune h, ie Jt has thus been established that the "Lockheed U-2" plane shot dow on ~ oe Hay lst, 1960 belonged to the United States Airforce. ; The criminal breach by the United States Government of the universally recognized standards of international law represents one of the elements of bs the agrressive foreign policy pursued by the United States Government. This : aggressive policy was repeatedly formulated by United States leaders, in par- he ticular by former Secretary of State of the United States John Foster Dulles ie as "from positions of strength policy," “deterrent policy" and “the policy of iw be tes aa ethers ete a et EER wes balancing on the brink of wer." As late as July 1959, the United States Vice President Nixon in an article published by Life magazine again highly praised the so-called "policy of balanc- ing on the brink of wer" and declared that this policy remained one of the su- preme principles of the United States of America. . As is fmowm, this policy was manifested in the conclusion under the United States aegis of aggressive pacts and alliences in nearly all parts of the world, in the arms race, in the establishment of a net of military bases around the borders of the Soviet Union and other socialist countries as well as in other agsressive actions endangering universal peace and security. Expressions of ’ the same policy were the systematic intrusions of aircraft of the United States Air Force into the limits of the Sovict Union, including the aggressive in- trusion by an American “Lockheed U-2" military aircraft on May Ist, 1960. The reciless actions of the United States Government have brought about the breakdow of the Summit heeting in Paris and complicated the international situation. j ' The United States Government has dram into the realization of its ageres- _ ive policy a number of states bordering on the Soviet Union, which have lent . _ their territories for American military bases and consequently are accomplices “~~~ _dn the aggressive actions against the USSR. ' Ya te Jt has been established by the investigation that the intrusion of the American "Lockheed U-2" aircraft on May lst could not have taken place without the use of military air bases on territories of states lying close to the Soviet Union, specifically of Turkey, Pakistan and Norway in view of the fact that the maximum range of the "Lockhecd U-2" aircraft being what it is, it could not operate from the United States territory. So it has been established that the reconnaissance "10-10" detachment in which Powers served was based on the American-Turkish Incirlik airbase. The unit was under the command of Colonel Shelton of the United States Air Force. The . * Lockheed U-2" plane in which the aggressive intrusion into the boundaries of e Incirlik pase to the Peshawar military airbase in Pakistan, from which it ew to the Soviet Union, This involved a breach of the sovereigty of Afghan- tan over the territory of which the afore-mentioned plane flew wmilarfully, thout the knowledge of Afghan authorities. cote! -
