9-581 / \ To Director no or spelling was indicated to him in any way except as hereinafter noted. It might also be noted that HAMPTON in preparing these specimens wrote rather slowly and shakily and that in specimen #1 HAMPTON was told to capitalize Europe the second time it was written and was told to write cut the "President" in President ROOSEVELT. After writing specimens #1 and #2, HAMPTON.was interviewed further before writing specimens #3a and #3b and it was noted during the dictation of #3a and #3b that HAMPTON hesitated after writing "Dec." before writing "5%; that he questioned the use of "this" in the phrase "this blind guides"; that he questioned the meaning of the word "fornicators"; that he said the letter read like the speeches of Senators NYE and WHEELER; that he attributed the writing of the letter to one ISAAC KIBSER upon hearing the passage about the engineers in New York City; that when the end of the letter mentioning JOHN ROGERS was dictated, he then attributed the letter to ROGERS. In the dictation of #8b it should be noted that the passage "but by the engineers in NYC" was dictated exactly that way, rather than as "New York City." It should be noted that subject HAMPTON is apparently insane to some extent and was committed on April 18, 1941, to Bellevue Hospital for observation ami that he is presently under $1,000.00 bond in instant case. There is also transmitted herewith a copy of the finger~ prints of HAMPTON, and it is requested that the single fingerprint section compare these with the latent fingerprints available in instant case. It might be noted further that the New York field division is now in possession of handwriting specimens and fingerprints of JOHN ROGERS of Bellmore, L. I. who formerly mas considered as a suspect in instant case, but in view of HAMPTON's apparent responsibility, these handwriting specimens and finger- prints are not being forwarded to the Bureau at the present time and are being placed in New York file 9-581. When the two-page letter and envelope addressed to MARGARET E. CUMMINS have served their purpose, these items and the calling card of HAMPTON should be returned to the New York division.
