SUGGESTION: Suggester recommends changes in Form FD-432a (sample attached) to prc
- vide that Form FD-432 (sample attached) NOT be destroyed when an indi-
\ vices is removed from EPA 0 ‘attached sample FD-432a has been modified t
provide for the proposed change, which is that the FD-432 be removed from the album\au
retained separately by field offices, unless the subject is deceased.
CURRENT PRACTICE: Our current procedures provide for destruction of FD-432, Ss
contains photograph and description, when a person is deteted fio:
album according to the suggester.
Wuvvanraczs: sa QB tt a person is placed in these albums for prominent
extremist activities and possible travel. He may be deleted for various
reasons, generally that he is no ionger active. However, there is no guarantee he might
not in the future come to the attention of some office outside his normal residence, with .
resumption of extremist activities. It seems a mistake to destroy the information, unles:
he is deceased. The main advantage would be keeping the pertinent information and photo
graph available, to aid investigation and evaluation if the name should arise. No estimat:
of monetary savings can be made; the savings would be in investigative time and communi
cations costs.
OBSERVATIONS: Intelligence Division believes this idea should not be adopted. It woh
involve the retention of a considerable amount of materia! by all of o
field offices merely on the outside possibility that a given! xtremist subject nth
visit their territory and that the FD-432 form might later prove of value. This Divisio
believed this possibility is very remote and the extra paper work-and, expense involved Sh
: adopting this proposal would not be warranted. ae Os
