At approximately 9:30 a.m. SA GROGAN and DOVE had been joined in the close surveillance of the subjects vehicle by three additional FBI units, with a fourth unit closing to a distance of approximately three blocks. All units were now located in a residential neighborhood, several blocks removed from the congestion of South Dixie Highway. The subjects, becoming aware of the surveillance, began to drive in an erratic manner, apparently trying to set up a break-out situation facilitating - their escape. SA GORDON MCNEILL, (Squad Supervisor) observed the subjects loading weapons and transmitted that information.
