There is being transmitted herewith a clipping from - AAS the Detroit Evening Times of January 25, }1924, which is part of _ one of the syndicated articles of arthur/Brisbene in which he or ae states "Also the fact;that the United States Government's effi- : @ cient and unbribable/Secret Service lends itself in every kid- naping case should make kidnapers think", As I recall, on various occasions heretofore I have read articles prepared by Arthur Brisbane which mentioned the fact thet the United States Secret Service was handling} kidneping cases. It occurs to me that the Division by some means might be able to diplomatically inform Mr. Brisbane that the Division of Investigation rather than the Secret Service has investigative jurisdiction over kKidraping cases. I have had a thought that perhaps former Special Agent in Charge T.
