N arlington, Virginia. Attached hereto ts a copy of a memorandum
' submitted by George C. Blackwell, the representative from Colonel
Downte'’s office attending this demonstration. AS far as Colonel
Downte knew, there was no representative from CIA at this demonstration;
however, tt was his understanding’ that on August 8, 1957, another
dempnstratton was given by Foos to tndividuals unknown to Colonel

ee, Oe Colonel Downte stated that iteutemle Colonel Leroy C.
ELIT, the representative from the army Intelligence Center, ts making
an evaluation of the demonstratton; however, to date he has reached
no conclusion. According to Colonel Downie, when Colonel Hill
completes his evaluation he, Downte, will so adutse the Bureau.
Colonel Downte further advised that his office has made inquiry fron
others who have attended different demonstrations put on by Foos
- with the following results: Inquiry was made of representatives fro
the President's Committee on Employment of the Phystcally Handicappe
who attended one of Foos' demonstrations. It was determined that (.'!
Major General Melutn J. Maas, U. S. Marine Corps (retired), Chairman
of this Committee, was of the opinion that the claims by Foos that
he could teach blind persons to perceive has not.been proven by his
demonstration and unttl such time as Foos has taught persons known
to be blind to percetue objects, the President's Committee will not
sponsor, recommend, or associate itself with Foos. .
