I called SAC Listerman at Cleveland and ingutred as
aft to what time his Gppolntment with Elliot#Wess tomorrow, to

advised Wr. Listerman that the Director wants him to take a

ae continue to deal with them. I advised him that the Director
wants him to point out to him very decisively that his group

aad or any approval of the F.B.Ie3 that after the group was formed
a. ff they talked to us about it, but they did not consult us as to
a ae forming tt or anything of that kind; that tf he wanted our
fis participation and support he should have come to us first.
ee Secondly, that he never asked our views about it at any time.
op . Thirdly, he has never turned agything over to us, and tf he
s says anything about Lieutenant fkhaskin having given us any
information, we assumed that he was dealing with us as a
. representative of Naval Intellivyence. Fourth, that the
: Director deplores any private group which does law enforce=~
= ment upon a paying basis, and th t the action of the Safety
a Council in charging one dollar per employee per year and then
é. having investigations conducted by the Police Department ts
- certainly a very serious question; that the Director feels
aetna that law enforcement ahould be handled by officers who are...
