Your Department should have 8 or 4 times the funds which it now has and I am frankly willing to become a party toa any lepitimate conspiracy to get them allocated to the F.B.T. But that will also require some heavy thinking especially in view of the ecanomy program now being launched by the administration. You may recall that you said something about crookedness in the “Cleveland Police Department once not so very long ago end when you left. a member of it eame out with an indignant aet in the local press in which he opined that you had better prove such charges or----ete.
