-had or have we to interfere in the internal concerns of any foreign power or to_
take the side of one nation against another nation?
Certain noisy and impudent minority groups show they hate this
country and our Constituted representative republican form of government. They
clamor for democracy or 8 homeland of their own. It is the right and it may be
the duty of the Congress tc give these groups opportunity to have what they desire,
Let's put the matter to a vote of the people as to whether or not they should be
colonized outside the United States as are the Igorrot.s and the Japs. And, if so,
then write into the Constitution, by amendment, to ber them and their descendants
forever from our shores.
The duties of the President are, broadly speaking, to see that the
provisions of our Constitution and lews are faithfully carried out -- not to try to
cram his ideas of government down the neck of the American people or to try to tell
their Congressmen and Senators what they "must" or must not do.
Moreover, the Executive, Judicial and Legislative branches of our
Government are not co-equal, I beg you and those receiving copies of this letter
to persuade every Congressman end Senator to peruse FEDERALIST and study Article 1,
Scotion 8, Clause 18 of our Constitution. They should then have intestinal forti-
tude sufficient to look any brass hat or other public official in the face and
firmly tell him to keep his trap shut on matters pertaining to Congress - no
mattcr what his position may be. What offense would it be ogainst the Constitu-
tion to kick them in the teeth even now? .
