During the past two weeks several instances of racial unrest in
this area have come to the attention of the New york Field Division. The
instances in question are being set ferth below:
On tiarch 10, 1945, the}tNen York Age", negro newspaper, carried
an article captioned, "Negro Soldiers Stationed in Staten Island Under
Stricter Discipline After Stabbing." The article in question is given below:
“Army officials curtailed many of the liberties of soldiers
etationed on Staten Island, Saturday, as a result of a series of violent
incidents involving soldiers and civilians. The most recent was the
stabbing of a civilian and a policenan.
"a high official at the Port of Bmbarkation said that 'tiiis
headquarters has been informed of several instances of disorders in Staten
Leland involving Army personel, und active measures are beinz taken to
prevent a recurrence of such disorders.!
"Tt was understood that this would include a drastic cut of pass
privileges and assignnent of more mobile and dismounted military police to
riaintain a stricter guard over military personnel in key spots.
"Tie Army action followed ‘the arraignment in Staten Island
!apistratets Court of two soldiers accused of stabbing a Negro civilian and
disarming and beating a white policeman im an early morning rew in Spaple-
ton. The soldiers, identified as cunrassprniat at, 25, and HEYWOOD*AR2INGTON,
18, both assigned to the Fox Hills Cantoriment, were held in $10,000 bail
‘pn assault ard Sullivan Law violation charges’ pending hearing at a date to
ve set by Magistrate Alfred M. Lindau.

"According to police, the two soldiers assaulted SHERMAN; IVORY,
20, of 2091 Kichmond Terrace, Test Brighton, in Stapleton, without provoca-
tion and stabbed him when he resisted. Motorcycle Patrolman STEPHEY CRONE,
vio attanpted to aid the civilian, was disurmed and beaten. Both injured
versons were given emergency treatment at Staten Island Hospital and then
allowed to go hone."
