thts bill, Mr. Johnston stated that the FBI would continue
to check against its files the names ond fingerprints of
applicants for Federal appointment, and furnish any perti-
nent tnformation thus discovered. The FBI would aleo corn-
tinue to make the required investigations of applicants for
positions under thesatomic Energy Act of 1946 and the
. ual Security Act of 1951, where such positions are certi-
fted to be of a high degree of importance and sensitivity.
Mr. McMahon stated in commenting on this bill that the
main objective of the FBI ts the tnvestigation of crizes
against the United States and violations of Federal laws,
as well as the investigation of espionage and sabotage.
In having the FBI continue to conduct applicant investi ga-
tions for Federal positions, particularly nonsensitive
positions, it appears that the energies of the trained
personnel of the FBI are being used wastefully and in-
effictently. Mr. McCarran stcted "the enemies of this
country are no respecters of positions. Judith Coplon
was a $3,000 or $3,600 employee. Communists are just as
likely to be in the lower echelon of employment as tn the
eee to which statement Mr. Smathers replied,
"Phe FAI did not discover her tr advance. The Civil
Service Comnisston might have dodne better.” Present con-
sideration of Section 901 of this bill was objected to and
