The New York Office of this Bureau has informed that an article
appearing on the front page of the “Daily Worker"’ in New York dated

March 1, 1948, carried the following headlines ‘France Ship Loading Tanks
at Brooklyn Pier.*" This article, which was written by Art Shields, ‘‘Daily »
Worker" reporter, stated that Shields and others observed some Army
tanks marked “U.S, Army’ and ''U, S. Ord,” being hoisted aboard the
S55 Motemar Sevilla, a Spanish ship which was scheduled to depart for Balboa
on Thursday, March 4, 1948; Shields declared in his article that he observed
thirty tanks on the dock awaiting shipment and there were another fifty or
sixty tanks on three loading barges at the aft end of the ship,
