SE 164-81 On April 8-9, 1976, a-conference was held in San Francisco, California to determine the present status of this matter and in addition to develop new ideas to assist in the identification and location of the subject of this case. A suggestion was made at this conference to institute a publicity campaign for release in early November, 1976 widely publicizing a reward for any twenty dollar bill that is part of the ransom money turned into the FBI. The Bureau advised by airtel dated 5/5/76 that - this suggestion has been approved and efforts to initiate appropriate ground work steps are now being taken. DB Cooper-14561
