MANNING dated 11/17/72. AT FORT LEWIS, WASHINGTON [_) Headquarters, nfantry Division, advise a c as a result of the vwwious claims that occurred from the activity of the third armored cavalry. Division he had been in contact with the United States Army Claims Service, Fort George Meade, Maryland, who in turn had contacted the Department of Justice in Washington D.C. which xesulted in the following as the procedure in handling the above claims: Because of Posse,Comitatis the Army felt that they could not pay the claims as there was some question whether they should have been involved in the search activity. They agreed, however, to receive all of the claims, negotiate for a settlement, and upon determining the amount involved would notify the Justice Department.who would pay the claim. He advised, however, that he had not received a claim -_ bé He stated, however, that in view of b7¢c [——“Treweer there would be less delay if he would contact the Corps of Engineers himself and see if they would not rectify the wrong presented by[ without a formal claim. On 12/6/72, | teleponicaily advised bé that the_Corps of Engineers was receptive to sending a grader b7c to the property and he felt that the arrangements could be made within the next two weeks.
