(A)+ ALIEN ENEMY PAROLEES, -- The Bureau has recently received a copy of certain
ipstructions relative to alien enemy parolees, which were issued to all. District ™.
Directors of the Immigration and Naturalization Service, For your infornation,
a summary of these instructions is set out:
The Immigration and Naturalization Service has directed that
thorough investigations be conducted at irregular intervals in the
‘eases of all alien enemy parolees (with the exception of those within
War Relocation Centers) to determine. whether the aliens are complying
with the conditions of parole and the alien enemy regulations, The
frequency of these investigations should be determined by the particular
circumstances of each case, but not more than six months should elapse
between such investigations in any individual case. The investigation
should be along the lines suggested by the information which was presented
or developed at the alien enemy hearing, and should include appropriate
inguiry of the likely sources of information concerning the conduct and
activity of the alien enemies, Included in the report of such investi-
gation, there should be a recommendation by the investigating officer ag
to whether or net parole of the alien enemy should be continued. In the
event of a violation of parole, or if some reason for another hearing is ~ oe,
indicated, a copy of the report should be immediately f furnished the ,
appro priate United States Attorney.
In every instunce where an investigation is proposed by a local
office of the Immigration and Naturalization Service, the appropriate
FBI Field Office should be notified by letter that such an investigation
is planned for a specified date at least ten days in advance of the date
of the notification letter. The notification to the FBI Field Office
will state that the inquiry will proceed as scheduled except upon the
receipt within that ten day period of a written request from the FBI
Field Office to defer the investigation on the ground that it would
interfere in some manner with action which the FBI might be taxing or
contemplating in connection with the case of the lien enemy. Also
included in the letter of notification should be 4 request for any
information in the possession of the FBI which might be pertinent to
the parcle status of the alien and which has not previously been made
known to the Immigration and Naturalization Service.
