The Fobruary, 191.7, issue of "Political Affairs"
contains an article entitled, "Resolutions on the Question
of Negro Rights end Sclf- Determination," which, it was
statec, was “adopted by the National Committce, Comuunist
Party, USA, at its December 3-5, 1946, meeting." The
following excerpts are from this articles:
"As always, the Communist Party stands firmly
in the forefront of the struggle for full economic, social
and political equality for the Negro people.

"Today, the struggle for Negro liberation is
concerned with gaining equal rights throughout the country,
which includes in the South the struggle for attaining
representative government end land reform. As our own
history shows (Reconstruction) the development towards
full and equal Negro participation in State and Federal
government also moves in the direction of various forms
of self-government by the Negro people, together with
their white allies, in the Black Belt areas where they

The September 1917, issue of “Political Affairs"

contains an editorial entitled, "28 years; A Record of Scrvice
to Labor and the Nation.” In this article, it wag stated
that the twenty-eighth anniversary of the Communist Party
marked two significant fcatures--one, "the acute sharpening of t
monopoly drive townrd fascism at home and domination of
the world” and, two, "The unparalleled extent of the
misrepresentation, slander and persecution of the Party of
the working class."
