A mail cover for 30 days is requested, to begin as
soon as possible, for ail classes of mail, which includes
letters, postal cards, express mail, mail sealed against
postal inspection, and mail not sealed against postal
inspection because correspondence can be sent via all classes
of mail.
As a civil rights investigation there are several
federal statutes involved. Two possible statutes include: 1)
Hobbs Act, Title 18, USC, Section 1951, which carries a fine
of not more than $10,000.00 and imprisonment of not more than
20 years, or both, 2) RICO, Title 18, USC, Section 1962, which
carries criminal forfeiture provisions and imprisonment of not
more than 20 years.
No subject of this mail cover is presently under
indictment or formally charged with any violation of criminal
jaw. Should any subject. be indicted or formaily charged
during the period of the mail cover, the postal inspector will
be promptly advised so the mail cover may be immediately
canceled.
It is understocd that the results of the mail cover,
PS Form 2009, are the property of the U.S. Postal Service;
that they can be retained and maintained in cur office as an
investigative tool for a period of 60 days; and that they must
be returned to the following address:
