[din August, 1996, GAINES made a 911 telephone ca rom a gas station location which ironically is the same location he died at from the LYGA shooting. This 911 call, which GAINES did not identify himself during, was recorded which GAINES stated an ADW (assault with a deadl a victim was down y the pool area and gave a description of the victim which was the exact description himself. After making this 911 call LAPD officer and a probatio j with him responded as they were in the area already. As and the probationary officer showed up, two more LAPD officers arrived. As this occurred GAINES arrived driving his Mercedes, confronted the LAPD Officers and refused to let them inside the residence area. GAINES was eventually handcuffed as LAPD did not know who he was nor did GAINES identify himself. After being handcuffed GAINES finally identified himself and subsequently filed a_lawsuit against LAPD. GAINES eventually admitted to LAPD Officer of Harbor Division he did make that 911 telephone ca ut no charges were ever filed against him. After this incident, another situation occurred involving GAINES where he was in possession of another LAPD Officer's personally designed handcuffs that had been reported stolen. GAINES went to a Board of Rights hearing and coincidentally Internal Affairs (IA) lost this file until 1 week after the one year statute of limitations expired. In September, 1996, GAINES was assigned to a desk at his workplace.
