advised that the subject, an inmate at the Federal Correc-
tional Institution, Terminal Isiand, was assigned to the
taking care of the northern grassed area of the United
States Coast Guard Base, Terminal Island, California.
Lieutenant G. ©. LESPARENCE advised that the
last time he inspected the north fence of the United
States: Coast Guard Base wasapproximately two weeks ago.
He stated at that time the fence had not been tampered with.
On April 11, 1957, JOHN KOERNER, civilian elec-
trician, United States Coast Guard, Terminal Island, was
displayed the copper wire found attached to the key switch
of the vehicle in which the subject was apprehended. KOERNER
advised that this wire could have been wire obtained by the
subject from the scrap pile on the United States Coast
Guard Base.
On April 10, 1957, the basic facts were discussed
with Assistant United States Attorney RAY H. KINNISON who
stated that he desired a report reflecting the investigation
prior to rendering an opinion.
