advised he was aware of no postal regulations a bic
would assist in terminating MANSON's threatening
letter activity.
On February 22, 1977,[ ____ California
Department of Corrections, Sacramento, advised there
were currently no procedures that would guarantee
CHARLES MANSON could not mail communications outside
the prison system. All of his mail is inspected by
prison officials, but additional precautions are not
possible at this time. [L___ Additionally advised
that MANSON has over the years communicated through
other persons and other family members, both in and
outside of the California Prison System. He furnished
