TELETYPE TO SACS, SC, SF RE: UNSUB; JERRY COHEN - VICTIM NOTE: This concerns a limited Civil Rights investigation being conducted by our Sacramento Division, pursuant to a Departmental request, into alleged break-ins of UFW offices and an attempt by one Fred Schwartz to sell documents taken during these break-ins to the UFW for a sum of $35,000. By teletype 3/31/74, SC Division advised Schwartz met with victim 3/31/74 and offered to sell documents taken during course of 16 break-ins for a total of $25,000. These break-ins occurred during 1966 - 1970 and documents allegedly have been in possession of House Un-American Activities Committee in the past. Schwartz named 3 major California growers as having hired individuals to do break-ins and indicated documents taken were periodically reviewed by military intelligence and other unknown agencies. He claimed 2 persons currently being paid "hush money,” one in Mexico and one in Spain, and that periodically Agents of Army Intelligence or CIA send money to these two individuals through one of the three California growers. Schwartz refused victim close examination of documents, but stated he was a former policeman and desired to write book about matter. On 4/1/74, Mr. William L. Gardner, CRD, advised investigation should continue to fully identify Schwartz and once identified, information developed during investigation should be furnished to appropriate local and Federal authorities. This instructs SC and 6F to expedite investigation to identify Schwartz x6) and to suLHM results.
