AMENDING MIGRATORY LABOR LAWS 377 ments to be made about him. This is one of the experiences I’ve had since I've been trying to work out the basis of actual fact in this matter. Mr. Cuavez. I too have had horrible experiences on the strike. I’ve been called many, many things that are not true. And so I guess when you're either in public office or trying to help farmworkers, I guess you're subjected to such things. Senator Murery. How long have you been in this activity! Mr. Cuavez. Well, I’ve been a farmworker all my life. I became an organizer about 4 yearsago. Before that I did community work. In closing I’d like to point out that I believe, and I’m reasonably “a 1 1 re fan iclatinn certain, that if some rules are not applied, I mean, if some legislation is not given the farmworker where rules are made so that it will _ protect both the farmworker’s rights and will protect the general . ag will also offer protection to the grower, we, I think, are @inging—we see Delano as a beginning of movement of farm- wor. to organize throughout California. I feel that because of the gr clopments as of late that there is a possibility there's going to awful lot of activity, there’s going to be on awful lot of strike activity, there’s a possibility that there’s going to be a general strike in California this summer or perhaps the next coming summer, people are restless, they’re becinning to organize by themselves, some- thing that’s never happened before. As you recall, in all the attempts to organize workers, there has to be the need of a labor organizer. We find now that people are getting together, and they want action. They want to have a change. They want the better things of life. They want to become full Americans in the sense that they have the rights of other workers. And so I’m not saying this as a threat, but Isee there is unrest, and I see that we are perhaps going to experience in California to begin with the sort of demonstration, I guess, that the Negro had to have before he OU got his legislation. I feel that there’s going to be in California many j of the farmworkers, particularly the Filipino and the Mexican, com- .- ing together to have strikes and to demonstrate and to let the whole La 4 country know that, of course, things are not right, and that he deserves 1 . a a better chance. 4 7 . Senater Murrxr. I have one more question, Mr. Chairman. Now, ‘« anand — your organization is a Jabor organization, right? Is it affiliated with _ the AFL-CIO? Mr. Cuavez. No, it is not affiliated. It is an independent ‘group. er - Oi iol Under the Federal law we’re not even considered to be a labor organiza- hd 4 Senator Mcreuy. You’re not. In other words, you've never filed uanaieaenna with the U.S. Department of Labor reports that are required by law? pemmesr ors £, Mr. Cravez. Yes, I did. I filed a report—that’s the Landrum- 7 eat Griffin report. ves. Senator Witt1aws. Was it returned or was it unrecognized t Mr. Cuavez. It was not recognized. We filed it. ae Wiiiams. You have no standing under the law to really t a” Mr. Cuavez. That's correct. Senator Wu11axs. And therefore no standing under the law to be recognized ? Mr. Cuavez. That’s correct. 4i aw
