A letterhead memorandum consisting solely of a Xerox copy of a newspaper article is hardly considered a professional product worthy of dissemination to other Federal agencics by a highly sophisticated intelligence organization like the FBI, Additionally, the Bureas generally has no interest in the continuing harangue involved in lengthy drawn-out strike activities.
