Specific problems cited were the arrest of children and their detention in facili- ties with adults, alleged re- fusal of the Reeves County sheriff to accept bond from a recognized bondsman, and the question of whether the area where workers were arrested for tres- passing was marked ‘no trespassing" after their ar- rest rather than before.
