the activities of racketeers. This investigation brought
to light the alleged bribery attempts on behalf of Galante
by the West New York, New Jersey Police Department. Police —
Commissioner Ernest J. Modarelli was suspended from his
position by the Hudson County Board of Freeholders since
it appeared that he was the link behind the efforts of
Gleitsmann to intercede on Galante's behalf.

The "New York Daily News" of January 9, 1958
related that the West New York, New Jersey City Commis
approved the suspension of two partolmen accused
of offering a New York state trooper a $1,000 bribe to
clear Carmine Galante of the traffic violation. No action
was being taken against Police Commissioner Modarelli since
he appeared to be evading all public contact and comments.
Later Modarelli in a public statement denied sending
Gleitsmann to Binghamton on Galante's behalf.
January 11, 1958, stated that Assemblyman William F.
Passannante had identified himself as one of the legislators
who interceded on behaif of Galante. Passannante claimed
that a "lawyer friend" asked him to find an upstate lawyer
to defend Galante and that he had requested Assemblyman
Daniel S. Dickenson, Jr. of Binghamton, New York, to look
into the situation. Each claimed, after being made aware
of Galante's prior record, that they did not desire to
become involved in the case. .
The "New York World Telegram and Sun" dated
In the January 13, 1958 edition of the "New York
World Telegram and Sun", an article appeared in connection
with the report to be released by the New Jersey Law

Enforcement Council concerning their investigation. This
report concluded that the conduct of West New York, New
Jersey Police Commissioner Ernest J. Modarelli and Detective
Captain Chris Gleitsmann strongly suggested that their
relationship with the criminal element may go much deeper
than intercession and bribery on behalf of an ex-convict.
The report described Modarelli as sedulously avoiding
a council subpoena and concluded that Captain Gleitsmann
did attempt to bribe a New York State trooper.
