It is felt that this group presents an excellent opportunity for the Director to deliver a major address before an exceptionally large gathering of young adults who, as indicated in the letter from Cardinal Spellman, will be coming from all over the country. In addition to the immediate beneficial effects resulting from the Director making such an address, certainly his remarks will be brought back to the local chapters of this organization around the country. It is therefore, believed, that it would be in the best interest of the FBI if the Director could fit this invitation into his busy schedule. RECOMMENDATIONS: 1. If it is at all possible for the Director to fit this invitation into his busy schedule that he accept Cardinal Spellman's invitation to attend the Seventh National CYO Convention on November 16th.and receive the Gold Pro Deo Et Juventute Medal. 2.
