Resta tated that aa Phas been contacted by : an individual who claims to koow the identity of a third man involved in the lurgess-MacLean case and to have the full story. According lo “Suet. the name of this thitd party is a British subject narned Philby, who was formerly connected with the British Government in this country. py! 1 adviscd 4m that he apparently was on the trail os some very hot information but cautioned him that in the White Paper which had just been released by the British Government there was no mention of Phitby's name, apparently becnuse of lack of direct proof agrinst Philby and the fect that Philby wes in contact with lawyers and threatening heavy libel suits if any paper prints his name in coanection with this matter. 1 told methat he should caution hia friend regarding the possibility of libel action unless he can pet a release on the whole story because otherwise he can become involved in legal difficulties. I also mentioned that 1 believed Philby's name was kuown to one or two newspapers in London but they have been reluctant to use it because of lack of direct proof. “ —_ I gave $item he brie! backpround on Philby to the , eifect that he had been living with Burgess while employed with British Intelligence in washington, was a heavy drinker and because of his close | association with Burgess was suspected of having tipped off Burgess to _o#he investigation beiug conducted; that if Piilby bad not actually donc se, “he was at least in the position of having acccss to this and other hiyphly tonfidential information.
