On March 26, 1916 VHP-1 was issued by the Civilian Produotion Administration which in effect stopped all axcept residential construction. On April 23, 1946, a tele gram was sent by the Civilian Production inistration at San Francisco to the LEL /EBB CONSTRUCTION COMPANY, and GREENBA j 9 stop co uction of the Pl amningo ‘ GREENBAUM fand s went to C.P.4. Construction Division at Reno, Nevada. hrf; represen roject was one building and in support : ah. veer inspec blue print, dated January Based upon advising that since this construction began before March 26th, there would be no need for him to file an application for permission to continue with the construction. A transoript of a hearing before C.P.A. Commis sioner{ ot San Fragoisco, Avwust 13th and ith, 1946, shows the following testimony furnished bx ically: the C.P.A. The DEL WEBB CONSTR'CTION records on the Flamingo motel project show that the DEL WEBB men arrived on the project Maroh 21, 1946. Excavation was started March 25, 1916; April ll, 13L6 poured same concrete footings. There appears to be no doubt, and the point was not contested before the C.P.A. Commissioner, that censtruction on the hotel building was commenced after the C,.P.A, Freeze Order of March 26th.
