BLACK PANTHER PARTY
RACIAL MATTERS
On August 16, 1969, the following information
At approximately 3 a.m., August™16, 1969,
OTIS BLACKMON, Negro male, who is the owner and operator
of the Chicken-N-Ribs Drive-In, 1100 Beatties Ford
Road, Charlotte, North Carolina, and his son, OTIS 4. APH
JAMES BLACKMON who works with his father, noticed JAMES
/MICHABDSRLACK, Negro male, age 31, and JAMES EDWARD
restaurant delivery truck. OTIS JAMES BLACKMON
ordered them to leave and an argument ensued between
PRATHER and BLACKMON. Conflicting stories were
furnished egarding the argument
with BLACKMON stating PRATHER called him an obscene
name. PRATHER stated that BLACKMON choked him and
cut him on.the arm with a knife.

asked for an assault charge to be filed against OTIS
JAMES BLACKMON.
Approximately one hour after the prior
argument, PRATHER and BLACK returned to the restaurant
with an additional group of unidentified Negroes, one
