District Court, Charlotte, North Carolina, by GEORGE 8. DALY, Attorney for American Civil Liberties Union (ACLU). The plaintiffs in the guit allege harassment by representatives of the Charlotte, North Carolina, Police Departrent; Mecklenburg County, North Carolina, Police Department; State Bureau of Investigation; Alcohol, Tobacco and Firearms Division, U. 8.
