VI In the February 14, 1975, edition of The Winston-Salem Journal, a local newspaper published in Winston-Salem, Nor Carolina, appeared an article written by Staff Reporter HOWARD GARR and entitled, "FBI Still Hovers Over Panthers, Members Regarded as Possible Security Risks." CARR reported in the article that an FBI report dated February 26, 1973, on CHARLES ZOLLICOFFER, a member of the BPP, and written by ZACHARY T. LOWE, an Agent in the FBI's Winston-Salem Office, had been recently made available to the Journal and that the report contained information furnished by three informants. CARR also reported that the FBI file provided information concerning CHARLES RAY ZOLLICOFFER's age, marital status, brothers ' criminal records, and other pertinent information. \} On EE advised that the February 26, , report of opecial Agent LOWE, referred to in the February 14, 1975, newspaper article, had been furnished to the newspaper reporter by unknown individuals associated with the BPP and that the report had been obtained while an unnamed individual or individuals were reviewing certain undisclosed records.
