Lowe, Charlotte Division, prepared a report concerning Charles Ray Zollicoffer who had been previously identified as a member of the BPP at Winston-Salem, North Carolina, Of the nine copies of the report which were prepared, five copies were submitted to FBIHQ, one copy was furnished to Secret Service, Charlotte, and three copics were retained in the Charlotte Office.
