Memorandum to Mr. Tolson
has a leg to stand on since the Eraminer was entitled to the pro-
tection that they had. JI recall very distinctly that during the
smear campaign of 1940 Francis exhibited an unfriendly attitude
toward the Bureau. With my recollection serving me correctly, I
was informed confidentially that at one of the AG's press confer-
ences Francis asked questions indicating an unfriendly attitude
toward the Bureau.
In checking the file I note a report dated May 26, 1941,
submitted by the Washington Field Office, listing the name of Mrs. .
Warren Francis, 3121 N. Hampton Street, N. W., whose name appeared
on the indices of the "Keep Out of War Committee," which was main-
tained in the Socialist Party Headquarters under the label of
"Capital City Forum." This appeared in the report submitted by
former Special Agent T. W. Dawsey submitted May 26, 1941, and was
the subject of considerable discussion at the time.
