13. Pursuant to the understanding referred to in paragraph 9, or pursuant to an understanding unknown to the ATTORNEY GENERAL, the defendant agreed to undertake the establishment of an organization to be known as the Libyan- Arab-Georgia Friendship Society. One of the purposes of this society was to promote Libyan foreign policy objectives by attempting to improve the image of Libya within the United States through cultural exchanges and visits. 14. As compensation for making his best efforts pursuant to the agreements in paragraphs 9 through 13 or to an agreement unknown to the ATTORNEY GENERAL, the defendant received substantial compensation including, but not limited to: a. certain gifts of personal property; b. two all expense paid trips to Libya; c. twenty thousand dollars paid to the defendant on or about March 1, 1980; d. two hundred thousand dollars paid to the defendant on or about April 1, 1980. 15. As additional compensation to be received in the future, for making his best efforts pursuant to the agreements in paragraphs 9 through 13, or to an agreement unknown to the ATTORNEY GENERAL, the defendant was held out by Libyan officials to the U.S. business community as a commercial intermediary through whom U.S. business entities could deal with Libya. 16. Defendant is an agent of a foreign principal as defined in Section l(c) of the Registration Act, 22 U.S.C. 611 (c). 17.
